IPPF is a global service provider and a leading advocate of sexual and reproductive health and rights for all. It is a worldwide movement of national organizations working with and for communities and individuals. IPPF works on providing prevention, treatment and care services for people living with HIV, building on the crucial policy and programmatic linkages between sexual and reproductive health and AIDS. A key part of its work is to address the sexual and reproductive health and rights of people living with HIV. Recognizing that stigma and discrimination are barriers to providing the necessary services for people living with HIV, IPPF spearheaded the development of the index as an important advocacy tool. It is committed, along with other partners, to coordinating and providing support and limited seed funding to the implementation of the survey.
